The Global Agriculture and Food Security Program (GAFSP) Framework Document approved by the World Bank Board on January 12 offers an initial step to reducing global hunger and improving food security. However, with small changes, the Trust Fund could do much more to reduce both hunger and poverty. In summary, we hope to see the following changes to the GAFSP:
- Create a meaningful, decision-making role for the reformed Committee on World Food Security (CFS) and related UN agencies in the Trust Fund governance structure and expand the role for civil society organizations (CSOs) in the planning, decision-making, implementation and monitoring of the Trust Fund;
- Given the crucial role for investment in public goods and the importance of the resources being used by agencies with proven expertise in food security, we recommend that at least 60% of Trust Fund resources go through the public sector window and not be directed to, nor administered by, the IFC; and
- Hold all projects financed through the Trust Fund accountable for their direct impacts on the livelihoods and food security of small producers and other vulnerable populations.
